        China’s economic development has entered a new era since market reforms were initiated in 1978. In the recent three decades, enormous changes have taken place in the Chinese economy at an impressive pace. Policy changes associated with marketization and decentralization have significantly facilitated not only economic growth but also social development. China’s Gross Domestic Product (GDP) in 2008 was 16.51 times of that of 1978 at constant price (CSSB, 2009). Meanwhile, the living condition of the Chinese people has been substantially improved with the per capita disposable income for urban households increasing by 7.16 times from 1978 to 2008 (CSSB, 2009, p. 31).
