In the context of climate change, foreign cities have proposed to establish "resilient cities". Although China has not formally proposed the concept of this resilient city, low-carbon cities, ecological cities, smart cities, sponge cities and other cities launched in recent years belong to the category of this resilient city construction. The new idea of resiliency may provide new ideas for the development of Chinese cities. This paper reviews the challenges faced by the development of resilient cities in China, the research trends of resilient cities at home and abroad, and the policy evolution and practice in China. It also gives policy suggestions for the problems encountered in the current development of resilient cities in order to provide reference for the future development.
