Chinese urban households have enjoyed a spectacular improvement in their housing condition and homeownership in the last two decades; yet, millions of migrants in Chinese cities have largely been left out of this housing success story due to the discriminatory household registration system and their relatively low income. As the Chinese government is determined to improve housing condition of low-income urban households with massive housing subsidy, migrants remain outside of the government’s responsibility and are still unqualified for subsidized housing. This paper aims to scrutinize the current migrant housing provision system and migrants’ housing condition in Chinese cities, and design empirically grounded migrant housing policy. Based on an empirical study of a new survey on migrant housing, we argue for a multi-agent migrant housing provision system with the government, work units, and the market (through developers, urban villages, and individuals) each providing different types of housing for different strata of migrants.
