Land and housing policies in the Peoples Republic of China (P.R.C.) have changed dramatically since the communist revolution in 1949. Progress has been slow. But at each step in the process, China has moved towards a market-oriented approach that reflects China’s unique historical and cultural foundation. This paper reports on a modest assessment of China’s progress toward land market reform. Specifically, the authors explore the extent to which land prices in Beijing reflect market forces. We find that the variation in land prices in Beijing is similar to that which would occur under free market conditions, but that this variation partially reflects the influence of administrative price guidelines.
