Summary：
We first briefly explain why the central government adopted the farmland preservation policy and introduce how the centralized land use regulation operates to obtain its goals. The next section examines the impact of this strict regulation on Zhejiang province. We analyze the creation of development rights and the expansion of the provincial quota trading market. The next section presents some preliminary evidence to assess the effect of this trading mechanism. We finally conclude with some general implications.
