This lecture elaborates on the internal correlation between urban planning and municipal finance, introduces relevant international experience and practical cases, discusses the primary causes and potential adverse consequences of the disconnection between planning and fiscal governance in China, and puts forward a set of policy proposals including the framework of medium-term construction and fiscal planning.

Liu Zhi
Director and Research Fellow, Peking University–Lincoln Institute Center for Urban Development and Land Policy
Former Lead Infrastructure Specialist, East Asia and Pacific Region, World Bank. His recent research covers infrastructure economics and policies, regional and urban planning, local public finance, land and housing policies, etc. He has co-edited two English academic monographs: Infrastructure Economics and Policy: An International Perspective and International Housing Market Experiences and Their Implications for China.
