Program Background
Municipal finance plays a decisive role in urban development and urban planning. The implementation of urban planning, urban renewal initiatives, and urban infrastructure construction all rely on robust municipal fiscal support. Meanwhile, a sustainably financed, well-functioning city hinges on forward-thinking, rational urban planning. The synergy between urban planning and municipal finance manifests not only in the efficient allocation of fiscal resources, but also in aligning the timeline of urban planning and construction projects with fiscal funding cycles, as well as feeding revenues generated by urban planning and construction back into municipal finance to create a virtuous cycle between urban fiscal revenue and urban construction investment.
Globally, an increasing number of cities have established institutional frameworks and policy systems to coordinate urban planning and municipal finance, securing adequate, sustainable funding for urban construction — this has become a core agenda for sustainable urban development. In China, however, urban planning and municipal finance remain two relatively separate fields. On one hand, urban planning formulation often lacks effective coordination with municipal finance departments. On the other hand, urban planning talent training rarely incorporates municipal finance knowledge. Therefore, cultivating urban planning professionals equipped with municipal finance expertise is the foundation for upgrading China’s urban planning governance capacity, as well as a critical guarantee for exploring innovative sustainable urban development models and delivering high-quality development.
To strengthen domestic urban planners’ theoretical literacy and professional competence in municipal finance, the School of Urban and Environmental Sciences, Peking University, launches the Peking University Training Program on Urban Planning and Municipal Finance. This curriculum is localized to fit China’s municipal fiscal institutions and policies, adapted from the Fundamentals of Municipal Finance Credentialjointly developed by the Harris School of Public Policy at the University of Chicago and the Lincoln Institute of Land Policy. It delivers systematic theoretical and practical training on municipal finance for Chinese urban planning practitioners.
Program Highlights
Fills a Domestic Academic Gap: This pioneering domestic course is tailor-made for urban planning professionals. It addresses the long-standing absence of municipal finance content in mainstream urban planning education, filling a critical disciplinary gap.
Systematic Curriculum: Comprehensive content systematically covers municipal finance theories, policies, investment and financing instruments, and global and domestic practical case studies, enabling planners to fully grasp municipal fiscal systems and their real-world application.
Practice-Oriented Design: Course content closely aligns with daily urban planning workflows, prioritizing fiscal knowledge closely linked to planning practice, allowing participants to translate theoretical frameworks into on-the-job solutions and improve work efficiency and output quality.
Official Professional Credential: This is a certified training program. Upon completing all coursework, participants will receive a completion certificate issued by the School of Continuing Education, Peking University — official recognition of upgraded professional knowledge and competence.

Check-In Materials Required
Participants shall bring their original ID card, copies of academic degree certificates, a personal resume, a brief institutional profile, and two recent 2-inch bare-headed color photos upon arrival.
After enrollment approval and tuition payment, participants will sign the Informed Consent Agreement for Non-Degree Continuing Education Social Enrollment Programs issued by the School of Urban and Environmental Sciences, Peking University.
Certificate Issuance
Participants who complete all required coursework will be awarded the
Completion Certificate for Peking University Training Program on Urban Planning and Municipal Finance.
All completion certificates carry a unique serial number, which can be verified online via the website of the School of Continuing Education, Peking University.
