Professor Marja Elsinga briefly introduced the meaning of housing policy, the development status of housing policy in different parts of the world, and explained why the housing ownership is so critical to the household and government. Prof. Marja Elsinga presented the hierarchical model of the housing system, which argues that housing-related institutional factors can be divided into four layers (resource allocation, government, formal system and informal system) and gave particular emphasize on resource allocation and formal system. However, the informal system will play a significant role in the occurrence of market and government failure.
Subsequently, Prof. Marja Elsinga illustrated the housing ownership status of many European countries and raised a "housing ownership paradox" based on factual data, that is, the higher the family income, the higher the housing ownership rate, the higher the national revenues, the lower the housing ownership rate. In addition, with regard to the current housing policy of every country in the world, Professor Marja Elsinga believes in the fact that the relationship between housing and welfare is becoming more and more close, and a crucial point is considering housing as a kind of pension.
In the lecture, Prof. Marja Elsinga communicated with teachers and students in attendance, as well as the audience on WeChat live platform. She engaged in discussions about China's current public housing policy, land policy in the context of tax-share system and etc.
