Comprehensive urban area development + smart urban community governance: the vitality of territorial spatial planning



The 19th National Congress of the Communist Party of China formally put forward the requirements for building a "Digital China" and a "Smart Society," implementing government digital transformation through actions such as "Internet + Government Services" and creating a "digital government." Currently, with the unprecedented changes in the world and the pandemic overlapping, territorial spatial planning and digital governance still face numerous challenges and difficulties. In the new era of territorial spatial planning work, how to leverage the digital transformation capabilities of information technology to advance the modernization of territorial spatial governance systems and governance capabilities is especially important.


To meet the current and future requirements of territorial spatial governance transformation, accelerate the formation of a new spatial pattern of open, shared, coordinated, green, and intelligent territorial planning, and create a digital, networked, and intelligent new model of spatial governance, in 2022, the Hangzhou International Urban Studies Research Center (Zhejiang Provincial Urban Governance Research Center), the Urban Comprehensive Development Professional Committee of the Zhejiang Terriological Spatial Planning Society, the New Smart City Industry Committee of the China Artificial Intelligence Industry Development Alliance, and the China Urban Planning Association, Institutions such as the Zhejiang University Institute of Land and National Development, the editorial department of China Land Science, and the Urban Development and Land Policy Research Center of Peking University-Lincoln Institute organized the 12th "Qian Xuesen Urban Scholarship Gold Award" and "West Lake Urban Scholarship Gold Award" selection activities, aiming to provide decision-making references for leaders and management departments at all levels. The specific announcement is as follows:


1. The 12th Qian Xuesen Urban Scholarship Gold Award Collection and Selection Activity


(1) Selection Theme


Territorial spatial planning and comprehensive urban area development in the digital era


(2) Selection Method


This selection is organized and implemented by the Urban Comprehensive Development Professional Committee of the Zhejiang Territorial Spatial Planning Society. Submissions include three methods: submission by the author, recommendation by experts or institutions, and selection by the organizer.


(3) Selection Requirements


1. Papers, research reports, monographs, translations that have been publicly published or not yet published (translations must obtain written consent from the original authors for evaluation) and related planning schemesAll are eligible for evaluation; Submitted works should revolve around the theme, have clear viewpoints, unique insights, incisive arguments, sufficient evidence, and possess both theoretical and practical value; The main text of papers and research reports should be 8,000~15,000 words; two works for publications and translations should be mailed, and a content summary of 8,000~15,000 words should be submitted; The planning proposal must provide a planning brief of 8,000~15,000 words; All submitted works must submit abstracts of about 300 words in both Chinese and English, along with author information; Each applicant may submit no more than 2 works. Translations must indicate the original author and their profile, and the author's name shall be based on the submission date.


2. Participants may log in to the official website of the Hangzhou International Urban Studies Research Center (http://www.urbanchina.org) and submit their entries by mail or email. Submitted works must comply with the "Format Guidelines for the 12th Qian Xuesen Urban Academic Gold Award Outstanding Achievements." At the same time, please download and fill out the "12th Qian Xuesen Urban Studies Gold Award Authorization Form" from the official website of the Hangzhou International Urban Studies Research Center, sign it in person, then scan or mail it to the organizing committee.


(4) Award Settings


One Qian Xuesen City Scholarship Award will be awarded, with a prize of 500,000 yuan (before tax, of which 400,000 yuan will be self-raised by think tank services); 10 nominees for the Qian Xuesen City Scholarship Award, each receiving 20,000 yuan (pre-tax); Several Excellence Awards were won. Selected or excerpted award-winning works included in "Urban Studies Research." The organizing committee will present awards to the winners at the "China Urban Academic Annual Conference 2022."


2. The 12th West Lake Urban Science Gold Award Collection and Selection Activity


(1) Selection Theme


This selection is organized and implemented by the New Smart City Industry Committee of the China Artificial Intelligence Industry Development Alliance. With the theme of "Smart Governance in Urban Communities," and focusing on the 2021 document from the CPC Central Committee and the State Council to "strengthen grassroots smart governance capacity building," the focus is on soliciting and selecting solutions and cases that rely on the four platforms of township and street grassroots governance to achieve comprehensive governance through systematic governance, full-cycle dynamic governance, and full coverage overall governance. Methods and cases of integrated grassroots intelligent governance are selected, and data sharing, case handling, and cross-level data sharing across levels, regions, and departments are selected. Collaborative governance methods and case studies.


(2) Selection Requirements


1. Participants can download the submission form from the official website of the Hangzhou International Urban Studies Research Center (http://www.urbanchina.org) and submit their submissions (ideas) via email.


2. Submitted works (ideas) may include countermeasures and suggestions, planning and design schemes, problem solutions, practical cases, typical application scenarios, etc. The format should be three parts: title, main text (main measures, innovations, expected effects, etc.), and attachments. The title must be a required field, concise and straightforward, with no more than 20 words; The main text is mandatory, divided into main initiatives, innovations, expected effects, etc., with clear and well-organized language; Attachments are optional. If you need to supplement or elaborate on your ideas, you may submit a file in jpg or PDF format, with a file size not exceeding 10MB.


3. Encourage ideas and cases to include "videos" to assist in presentation. The video content should present the ideas' "main measures, innovations, expected effects" in a clear and concise manner, or the "implementation background, main practices, and key results/innovative insights" of the case. The video length should generally not exceed 1 minute. It can be filmed on a mobile phone, tablet, DSLR, or other video device, and submitted as an email attachment to the submission email. High-quality videos can be displayed and promoted on the official Weibo and WeChat accounts of "What to Do in the City," and during the review process, Priority will be given to the review experts.


4. To leverage the intellectual advantages of the broad youth mass, stimulate active participation in urban governance, and better publicize and promote the West Lake Gold Award collection activity, the Hangzhou Municipal Committee of the Communist Youth League and the Hangzhou International Urban Studies Research Center jointly organize the West Lake Gold Award Youth Promotion Event, encouraging youth League members from various districts, counties (cities), universities, higher vocational colleges, independent colleges in Hangzhou, as well as professional youth from government agencies, enterprises, institutions, and new organizations who are interested in urban studies research, enthusiastic about urban governance, and related youth entrepreneurship projects to participate. Ideas and projects collected by West Lake Gold Award Youth will simultaneously enter the West Lake Gold Award Collection Platform to participate in related award evaluations.


5. The number of works (ideas) submitted by the same author must not exceed one, and the intellectual property rights of the works (ideas) should not be disputed. If this rule is violated, after verification, the organizer reserves the right to immediately disqualify the author from the competition. If any awards have already been awarded, the full amount will be reclaimed.


(3) Awards


Seven major solicitation themes—"Urban Land and Housing Issues," "Urban Population Issues," "Urban Transportation Issues," "Urban Education Issues," "Urban Health Issues," "Urban Cultural Heritage Protection Issues," and "Urban Environmental Issues"—jointly set up one Special Award from the West Lake Urban Academic Gold Award Jury with a prize of 200,000 yuan (pre-tax, of which 100,000 yuan comes from think tank service self-raised funds); Ten Top Ten Works (Ideas) each, each with a prize of 10,000 yuan (pre-tax). The organizing committee will present awards to the winners at the "China Urban Academic Annual Conference 2022."


At the same time, to encourage the display of creative short video ideas, the event will specially offer 10 Golden Idea Video Awards each with a cash prize of 1,000 yuan (after tax), and 10 West Lake Gold Award Outstanding Young Organization Awards, each with a cash prize of 2,000 yuan (after tax).
