On July 26, 2021, the "Spatial Planning and Land Policy" academic exchange workshop, jointly organized by the Urban Development and Land Policy Research Center of Peking University-Lincoln Institute (Peking University-Lincoln Center) and the School of Urban Planning and Design at Peking University, opened at the Graduate School of Peking University Shenzhen. The workshop attracted 40 young scholars and practitioners from universities, research institutions, and functional departments at home and abroad, aiming to enhance domestic industry knowledge and practical experience in international spatial planning and land policy.

The opening ceremony consisted of three parts. First, Director Liu Zhi of the Peking University-Lincoln Center, Associate Professor Tong De, Assistant Dean of the School of Urban Planning and Design, and Mr. Lin Jiabin, former inspector and researcher at the Development Research Center of the State Council, delivered welcome speeches. Director Liu Zhi introduced the background of the workshop, the organizers, and the attending experts, and invited Katie Lincoln, Chairperson of the Lincoln Land Policy Institute, and George McCarthy, President of the Lincoln Land Policy Institute, to deliver speeches introducing the institute's commitment to researching and practicing the mechanism for land value appreciation recovery; Second, the participants gave speeches, introducing their academic backgrounds and the reasons and goals for participating in the workshop, enhancing mutual understanding in a lively atmosphere; Third, in the opening lecture, Teacher Tong De shared her special research, starting from the development background of China's urbanization process, analyzing current difficulties and core issues such as land consolidation and reserve, and exploring "Challenges and Reflections on Rural Land System Reform in the Shenshan Special Cooperation Zone."

In the afternoon, all participants headed to the Shenshan Special Cooperation Zone, kicking off the on-site inspection. Director Sun Yi of the Shenshan Administration Bureau of Shenzhen Municipal Bureau of Planning and Natural Resources, and Director Hou Quan of the Cooperation Zone Planning Research Center had cordial exchanges with workshop members. Wang Yanjun, Director and Planner of the Cooperation Zone Planning Research Center, explained to the participants the historical evolution, current development, and long-term planning of the Shenshan Special Cooperation Zone.

This workshop will last six days and be divided into three main sections, including an inspection of the Shenshan Cooperation Zone, eight themed lectures, and group simulation activities. The design concept is as follows:


First, through on-site inspections of the spatial planning and land use layout of the Shenzhen-Shanwei Special Cooperation Zone, understand the various challenges encountered in the practical operation of land policy reform and study solutions.


Second, based on the understanding gained from field investigations, students entered the classroom with relevant questions in mind, enjoying a feast of knowledge brought by scholars and experts in areas such as land system reform, industrial policy, spatial layout planning, ecological environment protection, smart city construction, land value appreciation recovery, as well as real estate tax and urban finance.


Third, scenario simulation is conducted through scene design and role assignment, using classroom knowledge to find problem-solving solutions and apply them in simulations, discussing whether these solutions are practically feasible and feasible.


The workshop aims to deepen participants' understanding of all aspects of land issues by combining theory and practice. It also hopes that after leaving this academic exchange workshop and entering the workforce, participants will spread knowledge in the classroom and apply methods in practice.
