The year 2021 is of special significance in China’s modernization drive. Against a severe and complex international landscape, arduous tasks of domestic reform, development and stability, and particularly the severe impact of the COVID-19 pandemic, Chinese cities have faced major tests of resilience and innovation capacity, while China’s urban economic development calls for in-depth transformation. As we mark the centenary of the Communist Party of China, the opening year of the 14th Five-Year Plan, the launch of a new journey toward building a modern socialist country, and the convergence of the Two Centenary Goals, high-quality urban development and coordinated regional development set new requirements for research on China’s urban economy.
On October 29, 2020, the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China adopted the Proposal of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035. It calls for “improving institutions and mechanisms for coordinated regional development and establishing a territorial spatial layout and support system for high-quality development,” “leading and creating new demand through innovation-driven and high-quality supply,” and “rationally determining urban scale, population density and spatial structure to promote coordinated development of large, medium and small cities and towns.” Against this backdrop, the 4th China Urban Economists Forum is scheduled to be held at Peking University on July 17–18, 2021. Initiated in 2017 by the National Academy of Economic Strategy (CASS), the School of Urban and Environmental Sciences (Peking University), the Guanghua School of Management (Tsinghua University), the School of Economics (Nankai University), the Antai College of Economics and Management (Shanghai Jiao Tong University), and the journal Economic Research Journal, the forum is hosted annually in rotation by the initiators. It aims to build a high-level platform for academic exchange and cooperation among scholars in urban economics and has become an annual academic event in the field.
The 4th China Urban Economists Forum is co-hosted by Economic Research Journal, the School of Urban and Environmental Sciences (Peking University), and the Peking University–Lincoln Institute Center for Urban Development and Land Policy. The theme of this year’s forum is High-Quality Urban Development and Coordinated Regional Development in the New Era. Due to uncertainties in the COVID-19 prevention and control situation, the specific date and format of the forum may be adjusted in due course. The forum now invites papers from scholars worldwide.

II. Submission Requirements

  • Papers must be original, unpublished works and comply with academic norms.

  • Papers may be written in Chinese or English.

    • Chinese manuscripts: Follow the style of articles published in Economic Research Journal.

    • English manuscripts: Follow the style of articles published in American Economic Review.

  • For anonymous review and contact, author information (name, affiliation, mailing address, phone number, email, etc.) must be placed on a separate cover page.

  • Submissions not meeting these requirements will not be reviewed.

IV. Review Process

  • The organizing committee will appoint an academic committee of experts to review all submissions.

  • First authors of accepted papers will be invited as official participants.

  • Notification of acceptance and forum invitation will be sent by July 1, 2021.

  • Outstanding papers will be selected; after review by the Economic Research Journal editorial office, they will enter the journal’s anonymous peer review process directly.

V. Other Information

  • Participants are responsible for their own transportation and accommodation costs.

  • Non-first authors of accepted papers may attend upon application and approval by the organizers.

  • No submission fee or registration fee will be charged. Working meals will be provided by the organizers.
